Cork City Council vs Cork County Council
Cork has two local authorities:
- Cork City Council — covering Cork city and inner suburbs (expanded boundaries since 2019)
- Cork County Council — covering the rest of County Cork including Cobh, Fermoy, Bandon, Skibbereen, Bantry, Macroom, Youghal, and all rural areas
For means-tested grants and local authority schemes, apply to the council covering your property.
Rural and agricultural properties
County Cork has a large stock of rural residential properties — including older farmhouses and rural cottages — that are strong candidates for SEAI energy grants. Many rural Cork properties are at BER C, D, E, or lower, making them eligible for significant grant support. External wall insulation and heat pump installation are the most common upgrades in rural Cork homes.
Vacant properties in Cork
Cork's rural towns and villages — including Fermoy, Kanturk, Millstreet, Macroom, and Bantry — have significant numbers of vacant properties, many of them structurally sound but requiring investment. These are prime candidates for the Croí Cónaithe grant (up to €70,000) and potentially the Vacant Above the Shop grant for commercial town centre properties.
Cork city first-time buyers
Cork city new build prices are lower than Dublin, making the Help to Buy scheme (up to €30,000) and First Home Scheme (up to 30% equity) effective tools for first-time buyers. Several new apartment developments in Cork city centre and the docklands area are eligible for both schemes.
