What is the Vacant Above the Shop Grant?

The Vacant Above the Shop Grant is an Irish government scheme to tackle the widespread problem of vacant space above commercial properties in town centres. First floors and upper levels of shops, pubs, and other commercial premises often sit empty while housing demand grows. This grant funds the conversion of that space into residential homes.

The scheme is part of the government's broader Town Centre First policy and is administered through local authorities.

How much is the grant?

  • Up to €50,000 per residential unit for properties in towns and cities in general
  • Up to €95,000 per unit for properties in small towns and rural areas with a population under 10,000 (enhanced rates introduced in 2023)

A single commercial property with multiple upper floors can qualify for multiple grant units.

Who is eligible?

  • Property owners of commercial premises with vacant upper floors
  • Long-term lessees (with at least 10 years remaining on the lease and landlord consent)
  • The upper floor space must be currently vacant or underused
  • The property must be in a qualifying town or city as designated by the local authority
  • The residential units created must meet planning and building regulations
  • Planning permission must be obtained if required

What works are covered?

The grant covers all reasonable costs of converting the upper floor space into habitable residential accommodation, including:

  • Structural works and partition walls
  • Plumbing, electrical, and mechanical services
  • Fire safety measures (essential for mixed-use buildings)
  • Insulation and energy efficiency improvements
  • Windows, doors, and internal fit-out
  • Lift access where required
  • Separate entrance creation

How to apply

  1. Contact your local authority's housing or planning department to confirm the scheme is active in your area
  2. Check planning requirements — you may need change of use planning permission
  3. Get an architectural survey and cost estimate for the conversion
  4. Submit an application to the local authority with detailed plans and costings
  5. Receive provisional approval
  6. Complete works using registered contractors
  7. Final inspection and grant payment

Common reasons for rejection

  • Upper floor isn't genuinely vacant for the required period, or is already in residential use.
  • The commercial ground floor won't remain in place — the scheme is for converting the space above an operating commercial unit.
  • Property built after 2008, or not in a qualifying town/city.
  • Applicant is a registered company or developer.
  • Change-of-use planning permission not obtained where required, or works started before approval.
